I-70 stop nets heroin, 2 arrests |

A routine traffic stop Nov. 12 in Montgomery County led to the seizure
of 1.2 pounds of heroin. A Missouri State Highway Patrol initiated a
traffic stop along I-70. After receiving conflicting information from
the driver and passenger, written consent to search was requested and
granted. The driver, Liverio Ruiz-Chavira, 30, Kansas City, Mo., and
passenger Jamie Chavira-Chapparo, 29, Kansas City, Mo., were arrested
and charged with felony first-degree drug trafficking. “The charge for
which Ruiz-Chavira and Chavira-Chapparo have been arrested is mere
accusation and is not evidence of guilt,” the patrol noted. “Evidence
in support of the charge must be presented before a court of competent
jurisdiction whose duty is to determine guilt or innocence.”
