Owensville police obtained a court-ordered DNA sample Dec. 20 from an imprisoned former resident of the city’s north side charged in an April investigation into the alleged rape and sodomy of a juvenile female.

Police Chief Robert Rickerd traveled to the Eastern Missouri Reception and Diagnostic Center in Bonne Terre, Mo., to serve a warrant for the sample from Clifford Allen Kallmbah, Jr. Rickerd said the warrant was obtained in cooperation with prosecutors and law enforcement agencies here in Gasconade County and in St. Francois County.

“Through a joint effort between all three departments, we were able to obtain and execute a search warrant through their prosecuting attorney down there,” said Rickerd, also noting participation by the St. Francois County Sheriff’s Department.

Rickerd said the cooperation with St. Francois County officials led to a warrant ordering the DNA sample   signed by Circuit Judge Thomas Ray. A case worker with Paternity Testing Corporation Laboratories out of Columbia, Mo., took the actual sample from Kallmbah. He is accused of statutory rape in the second degree, statutory sodomy in the second degree, both Class “C” felonies, one Class “D” felony count alleging incest, and two counts of the Class “C” felony of endangering the welfare of a child.

A warrant signed by Associate Circuit Judge Robert D. Schollmeyer on April 3, 2007, ordered Kallmbah held without bond. Kallmbah was captured without incident that day near Centertown, Mo., by Cole County Sheriff’s deputies after he fled Owensville.

Back in April, Rickerd said Cpl. Jessie Hoyt initiated the “very sensitive” investigation by herself. Rickerd said Friday the case involved a minor female child under the age of 17 who is related to Kallmbah. He was living by himself in an apartment Springfield Road at the time of the incident investigated by police last spring.

“This case is a sexual nature involving the individual (Kallmbah) and a female juvenile,” said Rickerd in April. “Jessie did a really good job on this case. I turned it over to her because of the sensitive nature of this case and she did an outstanding job.”

Rickerd credited the cooperative effort between Ada Brehe-Krueger, prosecuting attorney for Gasconade County, St. Francois Det. Sgt. Black, officials with the prosecuting attorney’s office in St. Francois County, and James Nichols, an investigator with the Missouri Department of Corrections.

“It took a lot of work to get all this arranged,” said Rickerd. “We had good cooperation with St. Francois County.”

The arrest warrant from April shows Kallmbah also had an address in Rolla. He is jailed on unrelated charges. Rickerd said DNA evident collected on Dec. 20 will be used in the effort to prosecute him on the charges filed in the local case. The unidentified female victim has since moved out of the area, Rickerd said.

Owensville police were also investigating the Dec. 23 theft of a 1994 Chevy pickup truck from a residence on Springfield Road. Rickerd said the black truck with a silver metal tool box was reported stolen by its owner, Carla Abel. The keys had been left in the truck. As of Friday morning it had not been recovered.

Owensville police assisted Gasconade County lawmen who apprehended a Jefferson County man at around 10:30 p.m. Friday. Lawmen said the man, who was not identified, fled from deputies following a routine traffic stop initiated on the parking lot at the car wash on Highway 28 at Krausetown Road. Lawmen were attempting to handcuff the man when he put on a “Randy Moss move” and ran off toward the Owensville Lions Club hall. He was captured in a wooded area behind the hall following a brief foot chase.

He was taken into custody and faces charges of fleeing from law enforcement officials. They were attempting to arrest him on an outstanding traffic warrant from Jefferson County which requested a $442 cash or surety bond. The bond indicated that venue would not extradite the man. Lawmen had stopped the van he was in which had expired license plates and a tail light out of service. A female in the van was detained briefly and released.
