City rescinds bid, awards Springfield Road extension project to Donald Maggi, Inc.

Owensville City Engineer Travis Hernandez notified the Board of Aldermen last Monday of the need to rescind the previously approved bid for the Springfield Road re-connection project and award it to Donald Maggi, Inc.

In March, the project was awarded to Gruenloh Excavating with a low base bid of $228,837.01. With the alternate added to include additional paving, they were outbid by Donald Maggi, Inc. by $9,439.71.

“We felt that it wasn’t worth it to have the concrete paved,” Hernandez told the board. “So, we went with awarding the base bid.”

After submitting the project details to the Missouri Department of Transportation (MoDOT), the city was compelled to accept Donald Maggi, Inc.’s bid due to MoDOT policy. The policy mandates acceptance of alternates if they were within the preliminary budget, which was set at $313,000. Donald Maggi, Inc.’s bid, including the alternate, amounted to $300,977.30.

“This is no reflection upon Gruenloh’s ability to do that project successfully,” Hernandez said. “MoDOT’s making the call here.”

The original base bids for the project were as follows: $228,837.01 by Gruenloh Excavating, $263,177.30 by Donald Maggi, Inc., $287,252.54 by Mera Excavating LLC, $287,865.75 by BuildTec Construction, $288,799.60 by Logan Excavating and $341,866 by Twehouse Excavating Co., Inc.

The added cost for the alternate was $81,580 by Gruenloh Excavating, $37,800 by Donald Maggi, Inc., $76,118.27 by Mera Excavating LLC, $45,000 by BuildTec Construction, $61,125 by Logan Excavating and $57,000 by Twehouse Excavating Co., Inc.

The difference between the low base bid and the low bid with alternate was approximately $72,000.

Since the project is fully funded with a 100-percent MoDOT grant, the city’s compliance with MoDOT’s decision was obligatory.

“It’s a higher bidder,” City Administrator Randy Blaske told the board. “In our world of thinking, if we can save a few bucks, we try to do it.”

The board passed the motion to rescind the bid from Gruenloh Excavating, proposed by Ward 1 Alderman Danny Breeden and seconded by Ward 2 Alderman Matt Kramme, with unanimous support.

Subsequently, the motion to award the project to Donald Maggi, Inc. was proposed by Board President and Ward 1 Alderman Dr. Cathy Lahmeyer, seconded by Ward 2 Alderman Denise Bohl, and also received unanimous approval.
