Oklahoma man jailed with $100K cash-only bond set

An Oklahoma man already out on bond on allegations of violating a protective order from McIntosh County Oklahoma was taken into custody by Rosebud police on Saturday and charged Sunday here with a similar  violation against his wife.

Richard A. Phillips, 58, of Broken Arrow, Oklahoma, was placed under arrest for an order of protection violation and unlawful possession of an illegal weapon after Rosebud police discovered a “sawed off” short-barreled shotgun in his vehicle — with one round in the chamber — during a traffic stop near the woman’s residence.

Phillips is being held in the Osage County jail in Linn with a $100,000 cash-only bond set on allegations of unlawful possession of an illegal weapon, and a first-degree violation of an adult protective order.

Phillips is currently out on bond from McIntosh County, Oklahoma, on allegations of “kidnapping and feloniously pointing a firearm” in a case involving the same victim, identified as his wife, according to Rosebud Police Chief Lynde Mantels.

Phillips was still incarcerated at the time of Mantel’s release issued Tuesday morning.

According to Mantels, Rosebud police received a report April 27 that Phillips was in town and, during a patrol of the area, observed a vehicle matching the description of the his vehicle parked within a short distance from the victim’s residence. The officer observed and identified the driver as the husband and a registration check of the vehicle revealed it as being registered to the husband. The Rosebud officer along with a Gasconade County Sheriff’s Deputy conducted a traffic stop on the vehicle as it related to the order of protection violation.

This investigation remains ongoing. Mantels noted.
